Two references that every parent of a child with disabilities should have (large PDF files, allow several minutes to download with a dial-up connection):

• A Parent's Guide to Special Education in Connecticut (477 KB)
  Other publications related to special ed also available for download. Published by the Bureau of Special Education and Pupil Services/Connecticut State Department of Education.
• A Guide to the Individualized Education Program (550 KB)
  Published by the Office of Special Education Programs/U.S. Department of Education, the federal office that administers the IDEA special ed law.

  Nonprofit legal advocacy organization offering online resources relevant for people with any disability, not just conditions related to mental health. See the Links page for related advocacy sites.
• Connecticut Office of Protection and Advocacy for Persons with Disabilities.
  In 2002 CT P&A is initiating five projects related to disability rights.
• Greater Hartford Legal Aid.
  Nonprofit legal services agency whose staff helps clients in Connecticut with civil legal issues.
• Legal Information Institute
  Online legal resource from Cornell Law School. See especially the U.S. Code concerning the protection of pupil rights, which provides parents the right to refuse psychological and other evaluations ordered by the school.
